General Tod D. Wolters retired from the United States Air Force in 2022 following a distinguished 40-year military career, culminating in his service as Supreme Allied Commander Europe (SACEUR) of NATO and Commander of U.S. European Command (EUCOM). In these roles, he provided strategic leadership during one of the most consequential periods in modern European security, overseeing NATO military operations, strengthening transatlantic defense cooperation, and guiding Allied forces through Russia's invasion of Ukraine.

As NATO's senior military commander, General Wolters led the Alliance through a series of unprecedented challenges, including the military transition out of Afghanistan, the COVID-19 pandemic, and the largest invasion of a European nation since World War II. Working closely with heads of state, senior military leaders, ambassadors, and defense officials across NATO's 30 member nations, he strengthened Allied readiness, enhanced collective defense capabilities, and helped lay the groundwork for the accession of Finland and Sweden to NATO. His leadership was instrumental in advancing NATO's military posture and reinforcing security and stability across Europe.

Prior to his appointment as SACEUR, General Wolters served from 2016 to 2019 as Commander of U.S. Air Forces in Europe, Commander of U.S. Air Forces Africa, Commander of NATO Allied Air Command, and Director of the Joint Air Power Competence Centre. Throughout his career, he held numerous senior operational and strategic leadership positions, including Director of Operations for the Joint Staff, Director of Operations for the U.S. Air Force, Commander of 12th Air Force, and Director of Legislative Liaison for the U.S. Air Force. He also held senior command positions supporting U.S. and NATO operations in Afghanistan.

An accomplished combat aviator and military strategist, General Wolters commanded at the squadron, group, and wing levels and participated in major military operations, including Desert Storm, Iraqi Freedom, Enduring Freedom, and Southern Watch. He accumulated more than 5,000 flight hours in aircraft including the F-15C, F-22, A-10, OV-10, and T-38. His numerous military decorations include the Defense Distinguished Service Medal, Distinguished Service Medal, Defense Superior Service Medal, Legion of Merit, Bronze Star, and Air Force Meritorious Service Medal.

General Wolters is a 1982 graduate of the U.S. Air Force Academy and holds master's degrees from Embry-Riddle Aeronautical University and the U.S. Army War College. His professional military education includes the U.S. Air Force Fighter Weapons School, Air Command and Staff College, Armed Forces Staff College, and U.S. Army War College. He also served as a Senior Executive Fellow at Harvard University's John F. Kennedy School of Government.

Following his retirement, General Wolters has continued to contribute his extensive expertise in national security, international defense, and strategic leadership. His professional affiliations include serving as a Senior Consultant to Jones Group International, Strategic International Consultant to Northrop Grumman, Distinguished Fellow at the Atlantic Council's Scowcroft Center for Strategy and Security, Senior Fellow at National Defense University, and member of the Council on Foreign Relations.
